Passport photo sizes and rules by country
These are the rules for some of the most common passports. The head size is measured from the bottom of the chin to the top of the head.

Rules change from time to time, and visas can differ from passports, so check the official government page before you print. For the US, Canada, and China, the head should fill less of the frame than on a 35 × 45 mm photo, so zoom out a little and measure the head height against the numbers above.
Why passport photos get rejected
